Act 89
Act 89 is a state-funded program that provides a variety of services to the non-public schools of Berks County. Services include remedial instruction, psychological services, and speech services.

Safe and Drug-Free Schools
Safe and Drug-Free Schools funding for non-public schools in Berks County is coordinated by a consortium administered by the Colonial Intermediate Unit (IU20, located in Easton). Non-public schools may use the funds to provide staff training to ensure safe and drug-free schools.

Title II, Part A
A consortium administered by the Schuylkill Intermediate Unit (IU29, located in Mar Lin) coordinates Title II, Part A Eisenhower funding for non-public schools. Private schools must use the monies for the training and upgrading of faculty skills in mathematics and science.

Title V
The BCIU administers the federal Title V Non-public Program for a consortium of intermediate units that includes the following:
- Berks County Intermediate Unit (IU14)
- Carbon Lehigh Intermediate Unit (IU21)
- Colonial Intermediate Unit (IU20)
- Schuylkill Intermediate Unit (IU29)
The consortium also comprises 114 nonpublic schools from Berks County to Scranton, Pennsylvania. The mission of the Title V program is to provide educational media to support instruction and improve student learning in non-public schools.

Title I for Non-Public Schools
Public school districts are required to provide Title I services to students attending non-public schools within their district who have been identified as eligible to receive the services.
As a service to the districts, the BCIU provides those Title I services to the non-public students as a third-party contractor. BCIU teachers provide small-group instruction, using appropriate-level texts and research-based best practices to target students’ phonemic awareness, phonics, vocabulary, comprehension, and fluency deficiencies.
