PROGRAM Administrators

Barbara Starkey has been the program administrator of Child Care Information Services (CCIS) of Berks County since July 2010. She began her career with the BCIU in 1989 as a substitute teacher for the special education program. She has served the CCIS program as a specialist for nine years, as a lead specialist for one year, and as a supervisor for ten years. Barbara earned a bachelor of science degree in elementary education from Millersville University.

Amy Long began her career with CCIS in 2007. Amy started as a TANF specialist and was promoted to supervisor in August 2010. She is responsible for managing TANF, provider, application and ongoing eligibility functions and staff. Amy earned an associate of arts degree in paralegal from Keiser University.

Kristin Blue has been working for CCIS since July 2002. Kristin was hired as an Application and Intake Specialist for CCIS and worked in that capacity until she began a temporary supervisor position in January 2012. She is responsible for managing TANF, provider, application and ongoing eligibility functions and staff. Kristin earned a Bachelor of Arts degree in Liberal Studies from American University and a Master of Library Science from Kutztown University.
